There are 2 dimensions to it. One is all about hapermanentlyful/purposeful contents in context of “search key words” that you have in mind. The second one is how many “relevant” sites link to you. The first one is in your control; whereas the second one is not under your/SEO control.
Therefore, no one can really get you on 1st page permanaently.
